The actual name is very bureaucratic:  the Research and Monitoring Directorate of the Mandates Section of the Secretariat of the League of Nations. The Directorate was established under Article 22b of the Covenant of the League of Nations, entered into on 29 June 1919.

The Directorate was formed to monitor, report on, and perhaps influence Martian and other extraplanetary influences on the current and future development of the human race. This group operates the base in Belgium that Our Heroes have visited. They provided the Martian-tech boxes that synthesize the Agent White drug for a couple of Our Heroes.

They have cells of agents in a number of areas of Europe (at least).
