This region has been struggling with civil wars and other dangerous conditions for several decades.
Origin
Pre-War
About five million persons lived in Virginia east of the Appalachian mountains in 1989.
Post-War
56 nuclear weapons detonated within the borders of the state of Virginia in November of 1989; dozens more struck nearby in adjacent states or the District of Columbia. The destruction of the Surry and the North Anna nuclear generating stations caused severe radioactive contamination for decades.
Within a few months of the Atomic War, almost nobody was living east of Interstate Highway 95. The areas around Washington and Norfolk were among the most heavily attacked in North America, outside of missile silo fields in the West.
What Outsiders Know
For many years, this area has been the scene of battles, massacres, epidemics, and other frightful losses of human life. East Broad Top has been selling goods -- including arms -- to various factions and communities in the area.
The Reality
There are no groups larger than town-sized factions any more. The "Federal Zone" was a region of several towns that coalesced into a nation for a generation or so, but fell apart again before the end of the 21st Century.

A few hundred thousand.
Territory and Locations
The rise of sea levels in the 21st Century inundated many former coastal cities.
Organization
There is no central authority. Treaties, alliances, and various short-term arrangements are all that tie the communities together.
