The Byzantine Empire in the 1018 Juncture has a combination foreign office/intelligence agency, the Skrinion Barbaron (Office of Barbarians). Negotiating with foreign governments, and learning their strengths and weaknesses, gives the Empire power beyond that of an army.

The Scholeio Skoteinos was created in 995 AD within the Office of Barbarians, under the Archigos o Mageia. For about 20 years they've been monitoring the activities of Portal-users.
