nemesis: the Austro-Hungarian Empire, and now the British Empire
A native of Birmania, a province within the Austro-Hungarian Empire. He was born in 1826, and got his doctorate in engineering in 1852 from the University of Innsbruck. While he's culturally a German-speaking Austrian, he has come to believe that the Birmanians would support his leadership of an independent nation.
He spent a year constructing his Steam Titan in a secret Carpathian stronghold, and in 1874 launched his (unsuccessful) attempt to separate Birmania from the Austro-Hungarian Empire. After his defeat, he fled to Africa with the Titan and a few of his loyal henchmen; he realized that he would need far more destructive power to defeat even Franz Josef's rickety army. Building infernal machines requires money -- hence his plan to extort funds from the British Empire -- and creating the Cheese Cannon will earn him recognition from various shadowy, destructive organizations.
A bit unhappy with his short, narrow-shouldered appearance, he wears boots with lifts, padded shoulders in his uniform, and wide shoulder-boards over that. It's generally a triumph of the military tailor's art, somewhat like M. Bison.
He speaks the Austrian dialect of German, along with Hungarian, French, Italian, Latin, and English, along with some Greek and Czech.
His usual personal weapon is a .44 caliber Gasser revolver, though he's not a good shot (and knows it). His notable inventions are the Cheese Cannon (arguably a stolen invention) and his Steam Titan.
