     Home of the sorta-fascist, definitely-unpleasant Salvationists. They make their money by selling petroleum to the Cartel and other groups down south.


Origin

 

Pre-War


     The second-largest city in Wyoming, on the banks of the North Platte River. It was well-known as an oil boomtown and a center of cowboy culture. The population was about 50,000 persons.

 

Post-War

 

     An SS-24 missile detonated at an altitude of 300 meters above ground level, at 42 50' 29" N, 106 20' 59" W. The 550 kiloton blast was targeted at a 4000-acre Amoco (prevously Standard Oil) refinery established in 1913, on the southwest banks of the North Platte River near downtown Casper.

     The blast knocked down houses out to 5 kilometers away, and set fires out to 9 kilometers -- the city was destroyed. Despite this, refugees gathered on the outskirts, in makeshift shelters. Over the spring and summer of 1990, a provisional government -- or crude gangland tyranny -- was established, by a coalition of survivalists, white supremacists, and biker gangs. They moved the camps to the Teapot Dome area, which became known as Casper; the old city is known as Old Casper, if it's referred to at all.

     During the Long Winter, the ruined city was usually covered in deep snow; the Yellowstone Eruption of 2020 hid much of what remained in 8 meters of volcanic ash.

     Once the Cartel established trade networks to Colorado, merchants have been moving Casper's lubricants and fuel south, in exchange for manufactured goods.

 

What Outsiders Know


     The Salvationists managed to hold onto some technical skills and infrastructure, and by the mid-21st Century were producing and refining oil. They currently sell the petrochemicals to traders headed south, in return for arms, ammunition, tools, etc.

     They are isolationists, otherwise, with strange ideas about skin color.

 

The Reality


     A rapidly-evolving society, not as bad as their inherited symbols make them look.

 

Population


     At the start of 2139, there were 5,000 people in the valley, of which 1600 can be considered combatants. Refugees from the Shepherds and other communities ravaged by the Doom Riders arrived, and most were admitted. Conditions inside didn't make anyone want to stay very long; and several epidemics in late 2139 have driven the total population down to about 3,000.

 

Territory and Locations


     A valley 4 kilometers wide and 8 kilometers long, 50 kilometers north of Casper. The valley is a vile, poisoned area; noxious clouds float about, the air stinks of ammonia and sulfur, and flames shoot up from the crude refineries.

 

Organization

 

Government, National and Local


     The Salvationists are in charge -- any Salvationist can kill any "non-white" person. The ranks are pretty much as follows:

 

President:  only one of these

Leader:  each of these is in charge of a "functional" division -- resources, manufacturing, refineries, security, external affairs, war ...

Under-Leader: each is in charge of several hundred of the Salvationists

Captain:  in charge of about a hundred Salvationists

Sergeant:  in charge of about two dozen Salvationists

Warrior:  the ordinary members

Mother, Son, Daughter:  titles for family members

Remnant:  people who are considered "Aryan enough" but aren't part of the Salvation movement

     Otoc the Trader:  he knows of a treasure stashed in a nearby ruin, long before the Atomic War, that he thinks will attract the attention of the Salvationists. He's afraid to go out into the plains, though.

     Fair-Deal Freddie:  another trader. If he learns the shepherds are desperate or thinking of moving to Casper, he'd be willing to pay $500 for the document ... he'd rather buy the herds and move them south.

     Leader Niles Baxter:  a Salvation soldier, in charge of security.

     Captain Thor Smith:  was in charge of the gate on the day R54 first visited.

     President Wolf Watson:  the dictator

    

Relationships with Other Groups


     Merchants and other traders are usually welcome, but were kept in the Trade Zone (north end of the valley). Immigrants are checked for compliance with "Aryan features", but it's mostly a formality.

     The refugees are a source of many different attitudes. Some want to use them for cheap labor and squeeze their money; others see a chance to grow the city; still others see the refugees as parasites. The movement to eject all refugees will grow if disease spreads, or the Doomriders besiege the valley.
